Well these are OFF ROAD lights and technically these are not for Regular roads and highway. That's why you sometime see a plastic cover on it. Only allowed to use when the vehicle is not on highway or roads.
The law here is
[I]Fog lamps. -- Any motor vehicle may be equipped with not more than two fog lamps mounted on the front at a height not less than twelve inches nor more than thirty inches above the level surface upon which the vehicle stands and so aimed that when the vehicle is not loaded none of the high-intensity portion of the light to the left of the center of the vehicle shall at a distance of twenty-five feet ahead project higher than a level of four inches below the level of the center of the lamp from which it comes.
Roof-mounted off-road light bar lighting device. -- Any motor vehicle may be equipped with a roof-mounted off-road light bar lighting device comprised of multiple lamps: Provided, That whenever the vehicle is operated or driven upon any road or highway , the roof-mounted off-road light bar lighting device shall be turned off and covered with an opaque covering that prohibits light from being emitted while the vehicle is being operated on any road or highway.
[/I]The concept of "FOG LIGHT" is to lit the edge of the road and it should be mounted below headlights. Fog lights have a wide angle and these are mounted low so that driver can see edge of the road in FOG. I don't say it, this is what automotive lighting Engineers says it. The more you go up, the more light will scatter from the fog droplets. Roof Mounted Lights are for off road where due to uneven terrain driver have difficulty seeing. The lights on roof make it possible to see above the headlights line.
Again as no one is bothered for safety or no apparent law.. People cant put anything no mater useful or dangerous.
