I empthaize with your plight as I had the same trouble as you. This is how I resolved it, it may or may not work for you:
I went to the PTCL service center that is responsible for my area. There I found the maintenance team's head and spoke politely with him, look I'm paying all this money, getting no service, called multiple times to complain, and nothing's happening.
He then took personal responsibility and after 12 or so hours, the situation was resolved. I had multiple visits by their technical crew (who after insisting the problem was on my end, found the problem on their end somehwere) and even had follow up calls.
The point being, you can't force PTCL to do anything. The only thing you can do (unless you're a person of influence) is cancel their services. But if you appeal to someone who can force the repair crew (in my case by appealing to a higher up face to face), they can then get the problem resolved.
I would say venture to your nearest center and go to the back and try to find the maintenance crew there. And take it form there.
