Yes 7th gen Civic's came with EPS in Japan and other Middle East countries. Its an easy task, I did the EPS conversion on my 7th gen, it took around 2 hours for the whole conversion. It contains the Steering Assembly, Electronic Motor, Torque and Speed Sensors, Wiring and its separate ECU. All you need to do is pull out all the Hydraulic Steering stuff and simply replace it with the new and better Electronic one and wire the ECU with the Engine's ECU and that's it.
Its far better then the Hydraulic steering system, no fear of power pump failure, no seals or pipe leakage, no oil toppings and most importantly no extra load on engine. However, It won't effect much of your economy. The whole conversion will cost you around 15-16k out from a half-cut.
