That would be a good alternative, provided you find a LC mid 90s that is not already beat up, doesn't have a body swap, and will require little to no maintenance.
Let truth be told, when you buy a 4x4, that is from the late 90's or early millennium, there will be no such thing as no maintenance.
Your best bet is to look for a something that runs a gasoline engine versus diesel. I would forgo the Vigos, as they will contain in most cases a D4D Common Rail engine, which is great, but not meant for the dirty diesel available in Pakistan, especially the northern areas.
2 million could get you a nice Pajero, petrol, 7 seats for the big family gathering. You cannot get a cruiser for that much. You may not even get a basic Prado from the mid 90s for that much. Surf is a "no" because its only a 5 seater. Plus, you'll get the most luxury in a Pajero for the amount of money you're able to spend.
Whatever you get, make sure you change all fluids and filters before you head out, engine oil, gear oil, diff oil, brake oil, coolant/antifreeze, washer, oil filter, diesel filter (if you go for a diesel), etc etc.
PS. GET A REALLY GOOD TOW STRAP!!
