the car is ok on the ourside but sadly it's these "shiney shiney" cars which usually have ALOT of hidden problems. most liekly the person blew the original engine, then did a B16 or 4AGE swap, and now has stipped it out to sell it for more money (to recover some of the cash. this is becoming more and more true with all the "tuners" popping up in PK nowdays doing backstreet mods.
i'd offer no more than 2.5 and then keep a budget of around 50k to 1lac on the side to return the car to factory spec (engine, bodykit etc).
you must realize that in 2,5 nowdays you can barely find a good beetle or mehran, infact even in 3.5 it can get hard to find a decent car so if you can get it for 2.5 it might be worth it.
however these suggestions are only valid if we assume that the papers are clear, car is registered legally, body isn't rusted, warped ort severly damaged, and everythign is working.
more than this i can't say as i'm not too familiar with these cars.
