How do you usually drive it? Fuel economy depends a lot on driving style. For example, my Cultus vxr gives 10 kml when driven by my dad, and 14 kml when driven by me 
Try not to exceed 2500 rpm, and avoid sudden acceleration and braking. Then check how the mileage goes up.
