Default Honda life's fuel consumption problem

Guys i own a 660cc honda life. It gives me at most 7km/l, i tried almost every mechanic in my city MULTAN. I took my car to HONDA and Toyota both but nobody could fix the problem. Car's air filter was changed from the original oil type air filer to the normal pakistani made air filter earlier as the old filter was choked and i couldn't find a better replacement. If any of you own or owned a HONDA LIFE and had this same problem and somehow got it fixed kindly tell me a WAY to get rid of this problem or if you tell me some good mechanic in LAHORE or MULTAN who could fix this problem i'd be grateful to you.
    Thanks

please remove the cat converter. It is in the exhaust pipe ( Silencer ) .. As its choked while using petrol here. Which is not of good quality. As soon you will remove it . You average will be alot better along with the pick of car will be enhanced much. ENJOY YOUR DAY

Have gone through following updates but still no improvement.

    1. Engine and Transmission oil changed
    2. New Denso plugs installed.
    3. New honda life original air filter
    4. Computer Tune up from Honda

Still average is 9 to 10.5

Any Suggestion or good mechanic that can fix it?
