The occupancy requirement is not structural related here. Not an elevated level. It's on grade floor.
It's as per Fire code and required by law. Building are designed with number of exits and occupancy load. Too many people and less exits can create an issue in case of fire. So a notice is MUST to be posted.

The management and the owner of the facility will not book people to cross a number. Fire Marshals can come any time and normally visit commercial buildings like resturent and halls anytime. They can check record as well as a visual count. No one take a chance.. on the other hand yes violation happens and can happen and overlooked. But if caught .. building will be sealed.

Yes.. it's required. Like elevators need a third party inspection and certification every 3 months.

my office got a $250 fine recently Fire Marshals came for surprise inspection. The exit sign are battery powered. The bulb was lit during charge but once the power was off. The bulb didn't light. There was some issue with the battery. The sign itself is cost $80. Then one time the fire extinguisher wasn't inspected. Got a 250 fine for that too.
