Brother, sometimes in quality control department, if some panel has paint problem, the inspector rejects that panel and it is painted again. In another scenario, there could be a damage at the factory or during delivery which dealers repair it before handing over car to the customer.
In my opinion, paint flaws at the factory once repainted are hardly spot able. My both rear pillars had flex and honda took my car to the factory, repaired it and there is no sign of repaint. I think in your case, it must be the ustadi of dealer, screw him to get the issue adjusted from factory
