India has loads more car companies as well so not every company would be having that much sales over atlas and indus Pakistan for example. Many smaller countries have progressed in localisation as well. Pakistan definitely has a proper automobile company cartel. No one wants to localise the expensive parts because if they do and decrease prices, they'll only get short term gains from increased sales due to lower prices cause other companies will soon follow suit and in the end they'd all be back to square one in terms of profits.
No big businessman is interested in heavy investment in pak because there are much easier and bigger gains to be made in other sectors like real estate. Big businessmen have been really enjoying and benefitting from the khulli chutti given for real estate and all the investments and black money are being pumped into it, resulting in huge gains for them and making it much less likely for regular people to ever become property owners/home owners.
