Honda sensing package includes number of active safety features and adaptive cruise control is part of Honda sensing .
Every car maker have active safety features packaged differently.. like there are certain brand vehicles which has adaptive cruise control but not any other active features.
Honda sensing on USDM have some extra feature parts of sensing system like Traffic Jam Assist. USDM also has blind spot monitoring part of Honda sensing but it's not available on Thai or other ASEAN Civic XI.
Basically Honda sensing is combination of
Lead Car Departure Notification System (LCDN)
Adaptive Cruise Control with Low-speed follow (ACC LSF)
Lane Keeping Assist System (LKAS)
Road Departure Mitigation with LDW
Automatic High-Beam
Collision Mitigation Braking System (AEB)
Yes, it is possible that in certain market not all features are offered part of Honda sensing.
Keep in mind most of active safety feature works with camera and road marking / lanes. In other words the system to work properly, the road lane marking, on edge, between lanes should be well pronounced, clearly visible. I explained it some time ago in this thread. All such features regardless of car brand have same these limitations. Faded lines ,missing lines will not generate any action by the safety system. Adaptive cruise control use millimeter radar to detect the distance and speed of vehicle ahead so, it's not depended on any lane marking obviously.
