u cud have found a LOT of info for this if u had used the search option. still, as u r here now, i can explain a lil
this is the tyre rating for a particular tyre. 195 stands for 195 mm which will be the width of that tyre. tyre wall (aspect ratio) is always in percentage of tyre width u have got. so in ur case, 65 is the 65 % of 195mm, which will be the height of ur tyre from end of the rim to where the grooves begin. 14 stands for the diameter of ur rims, which will be 14 inches in this case.
as for WHICH ONE IS BETTER, the JHATKA rule is lesser the aspect ratio, harder the tyre (which will give u harder ride)but more grip. the choice is urs.
