Every decision of buying a new asset depends upon your finances/budget, which you haven't mentioned. These two models of vehicles fall in different price ranges.

Secondly, Pajero should be compared with Prado (being in similar category of SUVs) rather than Surf.

my price range is max 2 million, and it's my father who wants this car not me (so technically it's not my budget). I need to do some proper research before telling him which car to buy, he wants to get a surf, but i prefer the pajero, as it looks like a better car. I might be wrong, so answers will definitely help!

1996 - 2002 Surf will be expensive in this budget. Pajero can fit in. But it can be quite a hectic search to buy a good condition vehicle while staying within the budget.

This generation Pajero is comfortable, good off roader. Different versions are available with nice options like ABS, heated seats, sun roof etc. Well kept vehicles are reliable.

Maintenance depends upon the garage you select. A mix of new and used parts can be found. New suspension items available from market and body parts to be sourced from scrapyard.

If buying it, please try to find 2.8 Diesel.

Try to get a clean surf 1999 or above. It is very very tough

Pajero is best when it comes to comfort and driving pleasure... But since its going be almost 20+ years old car focus more on the condition and reliability, Surf/ Prado will be the most reliable with easy availability of parts and at cheaper price. For toyota its easier to source new OEM parts locally for Pajero it will be very tough. Pajeros are known for over heating issues if driven at constant speeds like on a motorway. How ever Surf and Prado with 1KZ or 5VZ are the most reliable among the lot. Surf comes as 4runner in USA and it is in high demand still preferred for tough off-roading there. Pajero is like Civic and Surf /Prado is like a corolla. Pajero has a complicated suspension which translates into good ride quality but when this old will need major attention sooner or later.

While buying the SUV pay more for a better condition one rather than getting a cheaper one and plan to spend money over it.
