First get the basics right.
Does your mechanic own an infrared thermometer gun? Or even a basic ntc and a dmm?
That way you can gauge actual temperature of the engine and eliminate if the gauge is lying to you. (Its quite common on these old hilux vehicles). Also make sure all ground straps are in place too,
Is it original engine or a swap?
Is the cooling fan a clutched type? If it is then does it actually roar when the engine faces an overheat condition? Is the fan shroud intact? (Its necessary to make the clutch function)
