its not an ATF issue, your transmission is acting in a way what we call in the industry "suffering from a stroke" - this is due to debris in the valve body valves, wormtracks or even the governor passages.
Did your mechanics actually do something like remove the governor? valvebody? or test the unit with a pressure gauge? or check the pressure cable (maybe someone broke its outer sleeve and now its always tight). Is the O/D wiring correct? does your transmission have the cold start lockout wiring?
there are quite a lot of things to check - and to check them stop going to bicycle mechanics and get to a real transmission mechanic/repairsman.
