2 pin check engine light diagnsis on civic 2000

I shorted the 2 pin connector but the check engine light stays on and does not blink whereas if I turn on the car check engine light goes away without shorting but when I crank the car and car starts it shows cel immediatly. Why this happening

Ok so I have read (on pakwheels and your posts) that I can use the 2 pin connector to read the code of check engine light from the blinking pattern when I short it.
As my car is giving check engine light after starting the car. When I turn on only the ignition it comes on and goes off but when I start the car it comes on.
So when i short the 2 pin connector and turn on only the ignition the cel stays on and no blinks or flash, whereas when I unshort the wire it goes away. But when I start the car cel comes on.

So I pull out the fuse shown in above picture but I think it's blown up. Please see the attach picture. I tried short the 2 pin connector again but still no blinking and light stays on whereas when it's unshort the light goes away

Did you put new Fuse of Same rating.if your car has blown backup fuse then she were idling high due to new learning at every startup
also Check Fuse again

I don't have a new fuse so I will take out from under dash fuse and check it. Then will I be able to read the code?
