@nickatnite What you're looking for are black steelies with chrome caps. If so, feds, top-brass and some other LE related departments got the 'upgraded' version of CVPI which included CC, steering wheel controls and these full-sized wheels caps.
Edit: And power seating controls as well (standard on up-spec cruisers).
