I don't know if I understand your question correctly.
But I feel you are asking about the new tax policy whereby if a car is invoiced to someone and he sells it within 90 days, there will be 100k fine to be paid. This applies even if the first person registered it in his name. You cant sell it within 90 days or you have to pay the tax.

Offtopic but I am afraid that it may become a norm, e.g. anyone who is planning to buy specially on "own" is going to budget for the fine, and slowly this would become an accepted practice, i.e. ready delivery = own + 100,000 additional registration charges. Or we might see many people running/keeping cars unregistered for 6 months. Some looters own mafia is already suggesting that, "oh sir koi nai register 6 maheenay baad kara lena" (when I heard this, the impression was that the fine will be in first 6 months, not 90 days).

I cannot suggest putting more fine because then anyone having to sell the car in an emergency will be severely affected.

Fine starts after 60 days. Govt has already hinted that they will observe for a few months and if the Own practice continues then they will increase the fine to 300K.

Government should heavily fine a dealership which is involved in these practices , only then we can see decline of own practice. It wont work at individual level.

Well 60 days limit should be increased first in my opinion. Make it a good 6 months or more, its not easy (except with very good luck or solid connections) to run a car without registration for 6 or so months.

They are mafias, they will most probably gang up and force their parent company to pressurize the govt.

I think the silent weapon that govt has and can use like a stick is JDM, whenever bad practices go up, JDM duties should go down as a punishment.

As per sources (partial details were disclosed by Khusro Bakhtiar Sb in the press conference as well)

Multiple proposals are to be tabled before cabinet in August to further decrease car prices and to curtail own/premium.

1. It is proposed that only online bookings will be allowed and cars will only be registered against the CNIC used for booking.

2. All payments will have to be through banking channels even for resales and excise may request proof of banking transactions before registration changes.

3. Non Filers will be served FBR notices upon booking to justify their means of income for car purchases and failure to file tax returns.

4. All individuals who are frequently involved is car sales purchases in their names will be served notices from FBR to justify the same and justify their sources of income.

5. At time of transfer of vehicle both parties will have to visit excise office for bio-metric verification. If the car isn't found as an asset against the sellers name (as per last year's tax return); an FBR notice will be issued to justify ownership and failure to file tax return/declare the asset in tax return.

These are just proposals for now.. whether the cabinet approves these will determine how things will turn out.

Ministries of Industry & Ch. Fawad Hussain have publicly expressed that they are under extreme pressure from auto manfacturers to continue the status quo but have shown the resolve that they intend to go ahead with these changes.

At least 17 safety standard requirements are also part of the proposals... I don't know the details of the proposed mandatory safety requirements.

This is the actual issue. They can make 1000 new laws, but they are as good as their enforcement. A vehicle should not leave the showroom without registration, this can be enforced if existing laws are enforced properly.

I am not sure how much is correct, but this is what I have heard: Looter's "own" car leaves the plant without name, under a dealership's pre-order quota. And upon payment of the "own" the car gets invoiced and transferred to the customers' name as the first customer.

If this is true, then even the new laws quoted here will not apply. The big and well connected looters will keep on earning own.

Govt. should also end quota, and cars should get released from plant under buyers' name. Dealers should be able to pre-order according to their forecasted sales, but the cars should remain at the plant until they get an owner.

Buyers should not be stopped from making multiple bookings, I have seen people genuinely booking 2 cars for themselves.

Many investors are using all the cnics of their family members and friends who are willing for booking. Then there's also the open invoice dealer cars. One great thing I've been seeing recently is that demand for ready delivery cars is decreasing. A Honda dealer near me is offering a civic on new invoice with less than 100k own.

Yaris fast delivery has disturbed the own market a lot. One wild prediction I'm going to make is that city 1.2 CVT will be flooded in the market and will be sold on near or below invoice by the end of this year or early next year. Investors are booking all the 1.2 cvts they can and currently there aren't all that many genuine prebooking buyers. There isn't nearly as much demand as the investors think there is. Plus with Yaris as the competition with better engine, most likely same price and fast delivery, I don't see there being all that much demand for ready delivery 1.2 cvts if buyers have to pay extra tax and own.

In the press conference they hinted that Govt is considering relaxation and reliefs for importers if the local industry doesn't mend it ways and prices are brought inline with standard 60 days delivery commitment even on partial payment bookings.

As per proposal If the customer pays the remaining balance after 30 days of booking then original booking date will be used to calculate penalty (KIBOR+3%).

Online booking, invoicing, registration prior to car leaving the manufacturer & tracking system proposed in the current auto policy if implemented will make it practically impossible for auto manufacturers to remain part of this racket.

Furthermore (max 60 days standard delivery) if truly enforced will kill the own market to a significant extent.

Agreed, Govt hasn't proposed a restriction on this - the only proposal is linking vehicle purchases justification with declared income as per tax returns; which makes a lot of sense ... If a person purchases a vehicle which can't be justified as per his/her declared income then he/she should be able to submit a satisfactory answer to the proposed FBR notice.

i am disappointed in Honda.
i dont think they wiill launch the new city at all.
they will just grab all the bookings money and then run away, just like toyota gujranwala motors.
i dont really believe that they will actually reveal a new car rather they will scam all of us as a revenge for buying yaris.
their sales volume and their behavior also shows the same story.
