This is the actual issue. They can make 1000 new laws, but they are as good as their enforcement. A vehicle should not leave the showroom without registration, this can be enforced if existing laws are enforced properly.
I am not sure how much is correct, but this is what I have heard: Looter's "own" car leaves the plant without name, under a dealership's pre-order quota. And upon payment of the "own" the car gets invoiced and transferred to the customers' name as the first customer.
If this is true, then even the new laws quoted here will not apply. The big and well connected looters will keep on earning own.
Govt. should also end quota, and cars should get released from plant under buyers' name. Dealers should be able to pre-order according to their forecasted sales, but the cars should remain at the plant until they get an owner.
Buyers should not be stopped from making multiple bookings, I have seen people genuinely booking 2 cars for themselves.
They should apply reverse pressure by reducing duties on JDM imports.
