You may check independent testing done by fellow pakwheelers. The tested numbers are below 87. It might have improved since then, but I still doubt that unless independent testing proves otherwise.
Hobc problems before were mostly because of mmt which has been reduced now cause of euro 5. Plus hobc is also well below 95, was tested to be between 87 and 91 which shouldn't cause slow, cold burning issues with most engines as most local na engines are made for 87 or 91. Although I did actually face slower cold starts with hobc.
