I don't think so... in my view, 3 phase meter can bear more load easily. if load on one phase is more it may be compensated by other phases. it has nothing to do with cost in normal conditions.

However, it may be helpfull in reducing costs if voltage remains low in ur area (usually in summers)

I didn't get your point. What do you mean by lower voltage will cause lower billing?

meter operates on kwh. lower voltage does not reduces the cost. when voltage becomes low, more current passes from ur wiring, heating it up, and cause problems.
i switched from 5 single phase meters to a 3 phase, 3 phase acts as a single meter, so more bill.

The best you can do is get 2nd Meter Installed. I am using 3 meters for my home. And Cost bracket is pretty much low.

This isn't a myth, no rocket science is involved here. The Electrician joins the electrical circuits of different portions of the house with the incoming three phases from wapda while the neutral is combined for all the three circuits involved. The point is that Electrical Load should be equally divided in to three portions (it may be between different floors or between different rooms).

The answer for your question that whether the 18A load on 3phase will be charged/billed same as 6A load on single phase meter is a big NO, the charges will be roughly be the same (including some other factors like meter rent, load connected etc etc). You will simply be charged for the net amount of Electrical Energy consumed.

Multiple meters, like 2 or 3 instead of 1 are cost effective, because they have a different price slab for first 50 and then, every 100 units

Here IESCO have introduced TOU (Time Of Use) meters which charges the consumer with different rates at different times of the day. But so far it is limited to Peak hours and Normal use time. The peak hours stretches between 5 to 11 PM at different months of the year. The rate for peak hours is around 12.5 as against the 6.5 rupees for other than peak hours. So here the Slab system no more applies.

Different cities different policies, KESC has done a good job here in Karachi, there is load-shedding in areas where there is power theft, and the areas where there is no or little theft, there is no load-shedding, absolutely no load-shedding, would you believe it ?

Well nice to hear that...this policy should be adopted by all power distribution companies.
