I posted this on another forum, posting here as well just so you all know.
If you're wondering why Warid LTE is slower than PTCL dial-up, here's the answer:
Warid has limited bandwidth of it's own, it gets is main source from Transworld (TW) or PIE (Pakistan Internet Exchange A.K.A PTCL).
However, it also gets its bandwidth from Wateen or CyberNet.
It splits these into 3 different IP pools to have efficient routing at their back-end.
Warid IPs are assigned from 203.124.x.x pools, there are 3 things you should look for:

203.124.28.x - CyberNet Link
203.124.31.x - Wateen Link
In my experience, Wateen is okay, downloading is decent, browsing kinda sucks though.
CyberNet sucks, it's practically unusable. Varies between 3-5 Mbps, which is pathetic for LTE.
The IP you really want is:
203.124.30.x
That is directly from Warid's own network core. I get the best speeds if I'm on a 30.x IP.
If you're on a 28.x or 31.x IP and want to switch, a simple toggle or airplane mode on/off will get you a new one assigned.
Speeds are as such:
CyberNet - Between 3 and 6 Mbps
Wateen Link - Between 12 and 17 Mbps (sometimes higher, depending on time)
Warid - Usually 20 + Mbps, sometimes lower, depending on time
