No, it's not the same. After Barseen (around 13 km from Dassu), it's comparatively better. Traffic is suspended for 30 to 60 minutes near Pattan due to construction of road.
Drive carefully at a normal speed. Be watchful as the road is mostly curvy, bumpy and full of potholes from Pattan to Raikot bridge (approx 215 km). It's better to drive from Besham to Chilas in daylight. Fill the fuel tank of your vehicle in Besham and Chilas. All the adults must keep their ID cards with them. Check weather forecast as there may be landslides specially after Chilas. Lastly, no need to mention the fitness of vehicle.
By the way, you can skip Kohistan part of KKH. Plan your tour when Babusar Pass is open. I crossed the Babusar Pass and traveled through the Kaghan Valley in last September. The road was carpeted and excellent except at two or three places (due to construction work).
