I have had the chance to be in such an area. This is the sorry a** story.
Heat up key with mini butane flame and use it to thaw out the outer door lock (it was frozen)
Install battery
fire up welding torch to warm up the sump with cardboard over the icy ground (car block heater was plugged in overnight though)
Start engine - it takes 20 seconds of glow time and 10 to 15 seconds of crank time to start a healthy IDI diesel in such weather. The block heater helps by reducing this time to 10 seconds. Still the damn engine oil is like glue unless you use full synthetic 0 viscosity
scrape the ice from the windshield with nearly dead frozen fingers
drive off - with wobbly tires (tires are frozen with flat spots) tires become round after driving for 3 kms.
leave car running in parking lot while buying breakfast at a petrol station.
the fuel blends in such places are specially formulated for such areas.
