pressure is maintained by the cap, it cannot build extra pressure - if somehow extra pressure is being added (like bad headgasket) - the radiator cap starts to vent the pressure pretty quickly into expansion tank.
The rating on the cap is this "pressure" that is regulated - meaning, your cap says 1.1 bar - it means its 16 psi, and if its a mini cap with spring loaded vacuum valve, the pipes will be hard in normal condition.
If your car uses a denso micro cap with free floating vacuum valve, the system only holds pressure when its very hot (like old american cars)
