Its a rest area. Patrolled by police means to alert anyone who wants to think about doing something. No police all the time. Its woods. And at night for sure will be very spooky.

How the brake lines are connected. I think both bus and SUV are modified to toe/to be towed. The crimped vaccum lines are same as those in trailers.
and how does the steering work without the driver ?
No one sitting in the rear vehicle.
American in cross country trips. Rent RV and tow their own vehicles.. The brake line connects. I don't know how.
