No that is not normal. While idling, the air will not be as cold as it is while driving but it should still throw cool air. Your AC is designed to make cabin comfortable (not chilling cold but comfortable to sit in) even while standing still. Get your AC checked for following possibilities:
Low gas charge
Is your AC clutch engaging while idling?
It could also be a weak compressor (test by taking pressure readings)
Condenser is dirty/clogged so while standing still it is not able to dissipate heat enough to surroundings
