Not a single mention of the serpentine condenser in this car? No matter the quality of R134a, it simply won't work with the stock condenser - most Cultuses of this era came with serpentine condensers. The only solution is to swap a multi flow condenser (Baleno's condenser fits bolt on). Plenty of old threads discuss this process.
In addition, the whole A/C lineset needs to be vacuumed with a vacuum pump without the dryer - only after sufficient vacuum should the dryer be installed. Both the condenser and evaporator need to be thoroughly cleaned from the inside. Again, this process is discussed in old threads.
Make sure that the condenser fan is working perfectly. If you are the DIY type, just swap it with a push-through 12"-13" SPAL/Bosch/Gates fan - plenty of those available in junkyards if you know how to find them.
