Whoever told you folks about fuel pump, obviously doesn't know his stuff. Or probably is trying to negotiate his way out of his improper workmanship, using the fuel pump alibi.
Any old Honda pump, even those from a Civic D15, are quite sufficient for your F23.

P.S. Just to ensure you, I have used stock F18 pump- and currently, stock D15 pump- with H23 vtec in my 95 Accord. It's good enough to keep the motor spinning at 6-7000 rpms all day long. And mileage figures are good enough to match your F23.
