Maximum snow you can find is in Naran. Roads of Naran is better than Neelum Valley. But you have to reach there in early Dec, otherwise roads will be closed.
1st Week of Dec is better if you want to visit Naran. Another option is to visit Malam Jabba in last week of Dec. Full of fun and you can easily reach there.
Where ever you plan to go, go with proper gear and warm clothing, otherwise you will not enjoy. Mostly I see people visiting these areas without proper gear and they end up running back home as soon they reach there.
How you will be travelling? Own car, if yes, which car.
If you are driving, make sure you have snow chains with you. As snow chains are your only friend in these areas during snowfall. You never know when the weather changes and heavy snow starts, check pictures of my trip in Feb this year, it snowed so heavily that within few hours it was like more than 12 inches of snow.
