Alto 2008 PK - petrol avg problem and very hard starring wheel

I got this alto few days back
After tunning etc there are few things I need some suggestions
1- Its consuming alot of petrol looks like 7/8 per litre with AC. Without ac 8/9 max
Can we do something for this?
2- Starring wheel is very hard it has alloy ryms but its harder then Suzuki Mehran. What should I check?
Tyre size : 145/80R12 tubeless

switch back to regular oem wheels use same tyres for improved ride handling better suspension and good fuel economy
