Is the car fan auto with the engine thermostat installed, the air/fuel mixture is correct or not, ignition timing is proper or not, engine tappets are adjusted or not, is the engine oil proper. In addition to all this, don't expect a miracle fuel average because the car uses old tech and it is an automatic so the fuel average would not be that impressive anyways.
