About architect i would say is best option is visit few firms which you know get them to make few plans for you as samples, these are mostly free or they charge very nominal amount. How to judge if your architect is some kaam ka banda, well an experienced architects maps/plans are refined everything is planned neatly, few points which any layman can spot easily are how the doors and windows are given and how are bedroom wardrobes are planned. From day first decide each and everything thing with him, construction plan include naksha, electrical points, beam points and layout for RCC, sewerage layouts, water tanks, pluming but architects these days does not only provide constructions plans but alot more, from bathroom plans, tile layouts, ceiling designs, boundary wall, gate designs, kitchen stuff and what not. The original package and rate only includes the construction and later one when you need more stuff one has to pay addition.
For 1 kanal Minimum expindture is 10 million and reasonable good material finishing cost 15million
