The ANF is a proper joke in Pakistan if they think that they are succesful in regulating acid purchase. When I lived in Karachi, Pakistan all that was needed was a GTL and an ID (some vendors even delivered the product) I know exactly what correct electrolyte is prepped with, 99% of battery vendors in Pakistan do not use the acid produced from contact process, they simply buy the cheap oil of vitroil or the lead chamber process product and cut it with well water - then only know how to test SG with a stupid bulb hydrometer because they were living in their boyhood wonderland of smoking cigarettes and staring at women while in school. They dont know the basic concept of weight and density.
The battery tonic and mixture is only recently sold by battery vendors, even till 8 years ago the manufacturers of batteries gave mixture prepping guidelines to shopkeepers who sold batteries - and naturally the jaahil type business acumen of classic Pakistan culture, which is quite famous for either "propping it up on a 100 ft high pole or either oversimplifying it to a "dhanda" - resulted in the useless type batteries that you see today because they were using junk materials for making electrolyte.
Think of it this way - there is a local product being sold by vendors which is a necessity in automobiles and UPS etc. but the core ingredient of it is "regulated by an Anti Narcotics Force" - so that ultimately means that there is no way a customer can actually be in service level agreement or even see service quality delivery of the product because the narcotics guys think its not cool and want some money in their pockets.
Nice - that you are retailing distilled water, how much are you selling it for? - a lot of users here usually look for it.
