I recently purchased a 1996 Toyota Hilux Surf from Jhelum. The vehicle had been auctioned by FWO, registered in Lahore in 2008, and had complete original documentation, including:
Original smart card
Complete file
Biometric of the last (third) owner
Original number plates
Police (15) verification ā Cleared
Forensic verification ā Clear
All token taxes paid up to June 2025
Despite everything appearing legal, the vehicle was stopped by Islamabad Customs, who claimed it was Non-Custom Paid (NCP) and detained it in the customs warehouse.
Upon initiating legal verification, Customs wrote to FWO to verify the auction papers. Shockingly, FWO disowned the documents, stating they never issued them. As a result, my vehicle has now been declared NCP, causing me a loss of nearly PKR 3 million, which I cannot bear.
I now have serious questions:
Why did Lahore Excise register the vehicle without document verification?
How was it legally transferred to 3 owners over 17 years?
Why did the government collect taxes on it for all these years?
What is the legal value of the police clearance and forensic verification?
Where should I go for justice? What platform will hear my case?
What legal action can I take against the authorities or sellers involved?
Iām raising my voice to highlight this injustice. If everything was forged, how did the system legally support this vehicle for almost two decades?
