My smart card is ready to receive and I want to send someone along the receipt to collect it from Excise Islamabad. The excise officer told me if someone else is going to pick it up an authority letter would be required. I wanted to ask for authority letter, should it be on stamp paper or simple typed letter with signatures/CNIC copies will be enough?
