It wont be 100% same, it will only be 90 to 95% of NE . This was done by toyota in the mid 90s with the introduction of obd2 monitoring, 100% lockup induces a vibration at lower speed which can oscillate the NE reading and make the engine detect it as cylinder misfire.
Obd1 has no detection for running misfire from the crank sensor.
The manufacturers which have 100% lockup provision then have an adaptive damper built into the torque converter or flex plate to prevent harshness from registering at the crank sensor.
