Bad Fuel Average for Honda Civic 2007 Oriel Prosmatic

I just bought a Civic 2007 Full option.

It's been a week and I've noticed that I'm only getting 7kmpl in City ( with AC ) and at a light foot as well.

What can I do to improve this number as I have seen this car go upto 10kmpl as well.

The spark plugs are of Honda City ( power plugs ).

Congratulations on your new car. Make sure you use an engine oil with the right viscosity, fill the tyres up to the company spec pressure, if you are located in Karachi go to GariParts (DHA Phase 2) and get the right plugs for your car (He will have Denso and NGK catalogue in his shop, he'll find the right plug for you by going through the catalogue).

Check and change if required air filter, engine oil, spark plugs use OEM parts. Check cat con if blocked have it cleaned. Clean throttle body and adjust tappets. Check tire pressure. Also check there is proper coolant in radiator not water. Also change ATF and filter. Use super and Hi Octane in 50/50 ratio. Also have all sensors checked through scan. I have same model and MashAllah it does 10 per litre with AC in city.

I also have civic but 2003 exi manual 1500cc i have done all things except of tappets because tappets are not making any knocking sound. And i also filled high octan 30% petrol 70% but i got only 11.5 to 12.5 on highway with 90% AC. Have changed plugs, oil, filters but no luck. No codes while scanning

I have read the post of the same issue of fuel average of civic he posted that there is some kind of regulator switch of some emissions control dont know what his mechanic set it and he got the 9.5 to 10km per litre with full AC. Iam only getting 6.5 to 7.5 km per litre changed fuel pumps but no luck still. When i purchased car i removed CNG it was only running on petrol so i get out the extra weight the car is from our own close family friend trust worthy still 1st owner only 114,000 km on odo meter.

I am attaching the picture of that regulator switch of some emissions control or whatever it is if you know please elaborate how to configure it.
