Baleno Main Pully Issue

Recently I have bought baleno 99. The issue which I am facing the issue is that NUT from the main pully is half broken for example If its 2 inch nut 1 inch broken left to crank shaft, My mechanic tighten the remaining half nut and done the welding over nut, But this solution didn't work and my pully is now again out from the crank shaft. What should I do for this fix ?

Contact to any good machinist (Lathwalla),he will remove the broken bolt from the crankshaft without removing engine from engine bay.
