Bank hamesha agreement jiskay sath hai usko transfer karay ga, kissi aur ko nahi. Phir woh banda jis marzi ko agay baichay aur transfer karva day.

Bank will issue an noc for transfer with 60 days validity. Invoice, receipt n noc (i guess islamabad asks for bills etc too?) k sath ja k excise say gari original owner k naam transfer ho gee aur phir uskay baad owner A, person B k naam karva sakta.

I'm also in a similar scenario as you mentioned.
Two legal and correct ways to do are:

1. First car ownership must be transferred to Mr. A. After he receives his smart card he can transfer to Mr. B.
2. Ask Mr. A to go back to the bank & get an NOC issued in Mr B name. For this to happen Mr. A should agree for this first & than both should goto the bank to clarify that Mr. A has sold to Mr. B. And on Mr. A's request bank will issue new NOC on Mr. B name and Mr. A NOC will be revoked. After this you can goto excise & do a normal transfer because effectively the car transfer is in Mr. B name.

I am in process to transferring bank leased car to my name how long this process of transfer takes & what are steps
please provide details regarding documents required & offices to visit total time required
I am an overseas Pakistani so will be visiting Pakistan for few days only.

Aoa brother.
You'l need NOC from bank. If you bought the car on your name, bank will only issue noc on your name. Then take the cars smart card, NOC to Islamabad. Visit is necessary. Ask for car transfer counter. Talk to an agent, they may charge you some money n help you through the process.
Then after the payment is done, documentation is done , you'l go for physical inspection of car. Physically taking the car is necessary.
After physical inspection, you again submit the documents in excise office n get the slip for transfer.

Remember, taking the car is must, if you bought the car, bank will only issue noc on that's name. Then it will get transferred to that person. If someone else bought the car from bank, then first its transferred to his name , then again process repeated and transferred to your name.
NOC+smart card+any other documents+ CNIC of the buyer.
