Well I recently bought a Honda City Prosmatec 2011 in 13.5 Million from lahore. The car is in perfect condition. So if you plan to buy a honda city prosmatec, I dont think you can source a clean 2014 model in this range. Yes you can find a clean one in 2010 to 2012 model. My sincere suggestion will be : DO NOT ever compromise the condition of the car on Model/Manufacturing year. In my personal opinion, GLi is better option but here in islamabad theft rate of corolla is too high so i opted for city instead.Good Luck buying.
A friend of mine bought city aspire manual 2012 only 38k driven in 1425k from islamabad. His car condition is perfect, almost showroom condition. As i said, clean cars are very costly. Just keep condition of the car a top priority and model year a bit low on preference.

In our buying experience, Its hard to find a showroom condition 2013 automatic below 1450 at least. But try hard and you may be lucky.and @aliaamar1101 is right. Manual City easily gives 14+ average while my prosmatec only manages 11-12 km/ltr.
Honestly, I didnt look at resale factor as i usually keep my cars for longer time periods. However, Resale will depend on few factors1- New Shape honda city being launched in Pakistan and its price;2- How well you keep and maintain your car.Honda city has a well established market so its resale value shouldnt depreciate much if kept with care.
