Route should be like below sargodha ->khushab ->Kanhatti Waterfall ->Kanhatti Garden -> khabikki lake -> uchali lake ->kallar kahar. Yes it is a good place for Family day out, but now a days it is very hot in the area, try to visit in Sep, Oct. There are 2 possible routes that would suit u.
One is from M2 Exit of Lilla Interchange, and the other one is from Kallar Kahar Interchange.

In both cases, u reach Pail Town on Kallar Kahar-Sargodha Rd. From Pail, u move westward and after few kms, turn right on Jaba Mor. Few kms from Jaba Mor, u turn left to enter in Soon Valley. Drive straight for about 15-20 kms and u would reach Khabeki Lake.

I have not been from Lilla side. A friend of mine used that route. Considering his statement, I can say that both routes are in almost same condition, and good enough to drive.
