The rotational alignment with the red (or yellow) dot is only to reduce the total amount of weight needed to balance an assembly. Sometimes, for proper roadforce balancing, this mark may need to be shifted 90, 180 or 270 degrees to achieve a smooth ride. Further, some tires do not have this mark at all.
Clip on weights can be used on alloys, providing they are the correct profile, for example many Japanese rims take the FN contour. Adhesive weights work well, but only if they are applied after cleaning the wheels very well, and applying them with clean hands. If done properly, adhesive weights will stay put permanently.
