The attested power of attorney is presented to ETO along with other regular documents of transfer, i think they take another affidavit and then transfer

Power of attorney to someone in Pakistan will be needed from the Pakistan embassy, and the person on whose name you are issuing it to will need to go to Foreign Office and you will be present at the same time in the embassy, after fingerprints, it will be issued.
