Black soot & smoke from mehran tailpipe

Here is I am starting my car (cold start) at around 11 am in the morning. Just analyse the smoke.

There is black smoke from the exhaust and some black soot in exhaust tip. what could be the problem? I just got my car tuned from Suzuki sethi motors. they adjusted the fuel mixture n stuff so it shouldn't emit any weird smoke. when i took car to another mechanic for another work then he said that your car needs carburetor overhaul which will require lathe work plus new carb overhaul kit. So first i want to know what is the problem exactly and do i need to overhaul my carb?
I am also attaching the pic of cloth with which i cleaned the exhaust tip.

car is running rich.. the black smoke you seeing is the unburnt/excessive fuel fed to the carb..the remedy is to adjust air-fuel mixture..but as you sayin youve ot it tuned,its time for carb overhaul... but go first to the shop who tuned it in first place,what kind of lame -a$$ service was it that the smoke is still there...

also when i go above speed of 60 i hear some chan chan from engine..what is that sound?

Because oil has a much different viscosity when it is not at working temperature. When you rev at a cold start, your oil film might break and you lose lubrication which isn't very healthy for an engine. Let the car warm up a bit before revving it or drive it around at slow speed and higher gears when cold to warm it up.

get your engine operating temperature correct, then adjust the carburettor - specially its float height.

This has got nothing to do with the CNG Kit. Just do what Xulfiqar suggested, the float height is crucial.
