You have two options here:
Draining the block using its drain plug, but please be aware that it can often rust in place and difficult to remove or leak afterwards. There is also the risk of breaking it.
Draining the radiator, then flushing the entire system until water runs clear with the engine running. Then drive for a short while and drain again. Replace with LLC coolant concentrate, using the volume in the block to calculate the amount needed to give a 50:50 mix.
(It is best to use distilled water for this flushing.)
