I heard that Pilot took permission for High Speed Engine Run, so probably the pilot would not be responsible, it will be the management who should be held responsible for it.

As per my knowledge, the pavers are fixed with Sand only, cement isnt used, they are puzzled and then compacted.

well it would be very silly to do so... i had a pavement done with same sort of pavers... cement flooring. then wet cement only and then lay the bricks.

Well. Nothing wrong with pavers it self. Pavers are floating design. They are sitting on the ground interlocked. They are not tied down to the base. There purpose is aesthetics and high load carry capability only but these are just riding on surface. So the pavers are fine but their application at certain area is a question to be answered.

Aprons as well as Taxiway and runway off course are designed with high strength reinforced concrete. Or some locations can have asphalt surface. But it will be mostly concrete where plane will move. It's not even asphalt as we call in local language tarkol as it's flexible and with heavy loading on the pavement it will fail. That's the reason concrete is used which is rigid.
In this particular incident. It looks like the plane is neither on taxiway or apron maybe . It's taken on side somewhere (that area should have been concrete too). The plane did high reviving and well Pavers fly away. Either plane shouldn't be there or Pavers should not be laid. Airport designs are not like done by a b or c.. there are approved standards which are followed. Sialkot airport being operated and built by private partnerships.. looks like they missed something. There should be rigid concrete with minimum 5000 PSI..

pilots never do high power runups during parking ... they do that only on the request of aircraft maintenance engineers !! no permission is required for high power runups during aircraft inspection prior to any departure !! every aircraft is checked before every flight but high power runups are minimum and are done only if engineers ask for it to check their required criteria for allowing the aircraft to fly !!
in this case the responsibility is on Airport authorities who constructed it n those teams local or International who passed this parking bay !! even i've never seen such parking bay at any airport !!

This airplane is inspired by Qadri. Sucks to see a beauty taking such a harsh hit. Itll be expensive to fix. Probably around 500,000 dollars easily

Aircraft Engine Run-Ups are a part of one of their Checklists (Check - D i think), however, they are mostly done in a controlled facility called the "run-up bay" (The same is present at Karachi airport which can even be seen from the road.

Probabbly Sialkot Airport does not have a specialized facility for Run-Up testing of Engines, and they opted to perform the test on the apron itself (Probabbly using the Taxi-Way or Runway (closed for some time) would've been a wiser choice).

What else do you expect from an airport made as a result of Desi Jugaru cost-cutting (or whatever it's called) techniques. Not sure how the CAA and government allowed an airport made by private contractors to be operational in such capacity is beyond me.
