Brakes Problem in Lancer1989

I have lancer 1989. i am facing a problem in brakes.

whenever i press my brake

in the first press they do not work properly then i press it again they they work and in the 3rd time they completely stop the car.
Mechanic says that your drum kit will be replaced the cost is almost 5,000/- including labor.
may any one guide me about that?

Is the pedal spongy? Does it go to the bottom if you keep it pressed? Is the brake oil level reducing?

Yes its spongy but it's normal,
goes up to bottom in first press then brakes starts work
brake oil was reduced but i filled it up to required level
