If you are on a shooting range and you see people near the target charts, would you still go on a shooting spree or shout and curse at them to get away? Still if you shoot and someone dies, will you be absolved of all responsibility ?

Also has anyone heard of terms speeding, negligence, recklessness? involuntary manslaughter? vehicular manslaughter?

This is a very sad incident. Those who planned it, those who were the administrators and managers were supposed to take care of the security aspect, specially those of the spectators.
While race drivers do put their lives at stake (willingly), spectators and others are only present there for entertainment and thrill. It is the responsibility of managers and organizers of such events to pay extra attention to safety and security of the crowd.

Anyways, this is yet another sad incident in which innocent lives were lost for nothing.
May Allah guide us all. May the departed souls rest in peace. Ameen!
