You are right but.... as a law enforcing personal, I think one must pay the duty, there is only one thing debatable, the duty being charged is too very much, once a vehicle is very much in the country, it is fault on the part of the Government, they must suffer, secondly as a law knowing person, I know one thing, chaises is fathers name can't be changed, but other things are at your disposal, one can change his name dress, shoes, etc....etc
