Like two & a half years back when Dirt 2 was resealed I had some problem with my desktop and it wasn't working..
The day crack leaked on torrents l downloaded the game on my laptop and installed, it had a core i5 230M, 4GB 1333Mhz DD3 ram and ATI 4330 HD 512 MB with HT support
Started with 1024?768 and ended up with 640?480 resolution with graphics maxed as far I remember or may be medium maxed
Frame rate I played that game on was 35-40 with these settings screen was small like a hand held gamming device but it was fun.. Ended the game before any if M friends 
So at least I've played at 640*480 resolution 
What I'm trying to say is resolution is not important in every case... I'd prefer playing a game in 720p if my GPU is not able to bear the load of 1080p with 16mmx AA because with maxed out graphics I'll enjoy the game more at 720p then 1080p. What's the purpose of more resolution if you can't enjoy your game? Can't see the minute details and efforts they put in the game?
So, buddy someday try playing MW3 in low resolution but with better graphics, you'll get better fps and will enjoy more I'll bet.
On a lighter note, Allah ki kasam bearing 16-17 fps, you must be playing solo campaign that too on easy... Kabhi aoo na MP khushboo laga k?
